The city of Alice operates under a home rule charter adopted in 1949, that authorizes the council-manager form of municipal government. The city council is composed of a mayor and four councilmembers who are elected at large for non-staggered two-year terms. The council is charged with the responsibilities of enacting legislation, adopting the budget, setting the tax rate, setting policy guidelines, and appointing the city manager.
